For Sam, construction has always been about more than what happens on site. It is about understanding how engineering, procurement, sequencing, and execution all come together to deliver a successful project.
Having started as a Project Manager before becoming Head of Planning, Sam’s journey reflects both personal growth and the evolution of how Tiong Seng approaches project delivery today.
As projects become more complex, Tiong Seng has also strengthened its planning capabilities, moving towards a more integrated approach that connects HQ and project teams to improve coordination, visibility, and project governance.

From Site Operations to Strategic Planning
Earlier in his career, Sam managed construction projects directly on site, coordinating daily operations and navigating challenges involving timelines, procurement, and execution.
Through these experiences, he realised many project issues could be reduced through stronger planning and earlier coordination.
This eventually led him into planning, where the focus shifted from solving immediate site problems to improving how projects are structured and managed from the start.

Planning Beyond Schedules
Today, Sam is focused on strengthening Tiong Seng's planning capabilities by developing frameworks and approaches that improve coordination, early risk visibility and delivery consistency.
His role involves helping establish stronger planning practices that better align engineering, procurement and execution priorities, while supporting more practical and predictable project delivery.
